AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, raising alarms about a possible risk to democracy just over a week before the country’s general election.
Testing Reveals Repeated Partiality in Chatbot Recommendations
The four chatbots tested by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator explained in a report published ahead of the late October vote.
For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.
Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input exactly matches the stances of these parties, the study indicated.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The vice-chair of the AP, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she emphasized.
“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”
Election Context and Political Landscape
The Dutch head to the polls on 29 October in an electoral contest that will be closely watched across the continent for the performance of the Freedom party.
The far-right party of Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with many voters still undecided.
All major parties have rejected a coalition with the Freedom party, implying the runner-up party is highly probable to provide the next prime minister.
Inadvertent Prejudice Attributed to Chatbot Functioning
The AP stressed that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
